Recap creator

The recap creator may be filled by a team and may also rotate each week.

• Review and combine: reviews all teams debriefs, synthesizes data, and combines them into one summarized debrief.

• Create GitHub issues: creates any necessary GitHub issues for problems and opportunities identified.

• Present recap: at the weekly all-hands meeting as 1 or 2 slides.

Strive to complete your "recap" job in 3 hours or less each week so that you can focus on your other roles.
